Before we get to the key section , quoted at the beginning, written by CNN.com.

"Nearly 2 million species of plants and animals are known to science and experts say 50 times as many may not yet be discovered. Yet most scientists agree that human activity is causing rapid deterioration in biodiversity. Expanding human settlements, logging, mining, agriculture and pollution are destroying ecosystems, upsetting nature's balance and driving many species to extinction." [Strieker, CNN.com]

This article concluded on a most somber note: "The member nations still stand by the treaty, but at a conference earlier this year at The Hague they issued a statement admitting humans are still destroying biodiversity at an unprecedented rate."

This language speaking of the devastating impact that "human activity" is supposedly having on Mother Earth ties in directly to the rhetoric that will be coming out of the World Summit On Sustainability in Johannesburg this week, and is the same rhetoric to which the Bush Administration consented in its report to the United Nations. President Bush has put his Administration on record, agreeing that "human activity" is responsible for the earth's ills. When Bush allowed this radical report to be issued, Rush Limbaugh uncharacteristically exploded, calling the President, "George W. Al Gore". Thus, Bush has already lined American policy up parallel to the Sustainability Summit!

Now that the Bush Administration is on record as agreeing that "human activity" is responsible for all the supposed ills of the world, the stage is fully set for a more rapid pace to achieve the Biodiversity Plan, the map for which is printed below.

U.S.A. MAP DEPICTING BIODIVERSITY RESERVE AND CORRIDOR PLAN

What no one in leadership is telling you is that these areas designated to be set aside on this map will be swept of all human living and/or development, as part of the 1972 United Nations Biodiversity Protection program. This plan literally conceives of setting aside huge areas of the world where no humans can live -- will be allowed to live -- or work, or play. While this plan is global and is being instituted globally, we will limit our study of it to the United States. This plan in America is called the "Rewilding" of America. This term means to re-wild this continent. In other words, they plan to sweep aside all evidences of human endeavor, i.e., homes, businesses, structures, entire cities, allowing the land to go back to its natural state, before the wicked White Man took the land from the Native Americans (Indians). Using Presidential Directives, normally exercised through various Federal Government agencies, this "rewilding" project will be accomplished by declaring huge tracts of land completely off limits to humans. These tracts of land would be called 'reserves'. Reserves would "include wilderness areas and national parks while inner buffer zones would permit no agriculture, no more than 0.5 miles of road per square mile of land, primitive camping, and only light selection harvesting of forests. The June 25, 1993, issue of Science magazine reports that the plan calls for 23.4% of the land to be put into wilderness (no human use) and 26.2% into corridors and human buffer zones (very limited use by humans)." This is 50% of America!!! Once you study the map, where these off-limits zones are designated, your mind will be blown by the unbelievability of it all!! You will be able to see if your area is one of those who are to swept clean of human activity, and you will be able to see where you might wind up being relocated. As I am looking at the map, I see that many entire states are seemingly set aside, to prevent any human activity at all. States West of the Mississippi River seem to be designated as nearly "Clean Sweep" states, chief of whom are:

* Oregon, Washington, Idaho, Utah, Montana, Wyoming, Colorado, New Mexico, Arizona

* Wisconsin, Michigan

* Maine, New Hampshire, Vermont, Massachusetts, Connecticut, New York

* Portions of Virginia, West Virginia, the Carolinas, Tennessee, Georgia following major river systems

* Portions of Florida

We believe the final implementation of this plan as illustrated through this map will have to await until the planned 66% reduction in population has been carried out. Keep this in mind as you study the facts now presented.

ACHIEVING THIS MAP THROUGH EXTREME WEATHER

How does our government -- indeed, any government of any Industrialized nation -- plan to achieve such a terribly restrictive and devastating population reduction and redistribution? They obviously could achieve this goal in one of several ways.

First, they could dictatorially seize control of the entire country, throw their more vigorous opponents into the concentration camps of the "hellish vision" of Ashcroft. This plan carries great risk, for several tens of millions of Americans still own fire arms, and could make it very difficult to carry out their vision in this extreme manner.

Or, they could so arrange events -- either singly or in combination -- that would cause Americans to panic, demanding the government take any action(s) necessary to stabilize the crisis upon them. The Illuminati plans to so create multiple crises so that the American people will beg them to enslave us! Thus, "wars and rumors of wars" are planned, beginning first with the Middle East, then Korea, then China and Taiwan. An active terror war will be foisted upon us, as Arab terrorist strike our cities with powerful weapons.

But, Jesus mentioned factors other than "wars and rumors of wars" in his Matthew 24 dissertation , did he not? Jesus told us that "famines" and "earthquakes in many places" will also be occurring along with "wars and rumors of wars" as part of the birthpangs producing Antichrist. Therefore, it is highly significant that the Illuminati has produced a detailed plan to produce their Masonic Christ, and that this plan envisions the type of weather events of which Jesus spoke!

[NOTE: Remember, these signs of which our Lord spoke are the final world birthpangs ["sorrows" of verse 8] that will give "birth" to Antichrist. The Christian Church may very well go through these last birthpangs and may even see Antichrist before we are taken in the Rapture.]

If the Illuminati wanted to produce a scenario in which Americans would be forced off their lands and thrown out of their cities, what better weapon to use than control of weather? What better weapon can you ask for than flooding, hurricanes, tornados, drought, powerful winds, and unprecedented wildfires that render the ground nearly useless? Their aim would be to set the stage for a credible case to be made later, during a time of great crisis led by a popular leader, that the reason we have suffered so many natural catastrophes is because "human activity" caused by our Industrial Civilization has so overloaded Mother Earth that she cannot sustain us anymore.

Thus, the president or whomever is in charge at the time of this great multiple crisis, can order people off their lands and out of their cities with strong expectation they will meekly submit. Keep this thought in mind as we proceed through the rest of this article.

We hope to demonstrate to you that the extreme storms of the past and present have occurred in the very areas of this Biodiverstiy Map, above. We will study the geographical location of the many storms by studying the storms specifically.

NATIONAL WILDLAND FIRES



As you study this map depicting the outlook for National Wildfires for the month of August, 2002 alone, you can see that the areas of potential burning lie within the areas designated by the Biodiversity Map, above. What is significant about the fires of 2002 is that they are so tremendously hot, getting up to 2,000 degrees Fahrenheit, an intense heat that will turn much of the forest land into glass, rendering it useless for farming and a good many other types of "human activity" relating to our Industrial Civilization.

The states of Oregon, Washington, California, Utah, Idaho, Montana, Wyoming, Western Colorado, and Nevada were extremely dry, providing "Above Normal Potential" for wildland fires. Of great importance to us is the wildfires of 2002, which have been much hotter than fires of past years, as noted above.

However, the Appalachian Area is extremely dry, as are the states from Washington, D.C. up to Massachusetts. If you look at the Biodiversity Map, above, you will note that these areas are specifically detailed as areas in which human activity will be severely detailed!

If you click on government statistics entitled, "Wildland Fire Statistics" at http://www.nifc.gov/stats/wildlandfirestats.html you will discover that a pointed note is taken of those fires started by natural forces and those started by "human activity". We see the following statistic, for a 10-Year Average from 1988 - 1997:

* Lightning Caused Fires - 13,879 fires burning 2,110,810 acres

* Human Caused Fires -- 102,694 fires burning 1,942,106 acres

Thus, while the acres burned by human activity is slightly less than those caused by lightening, the number of fires caused by humans is eight times as many as those caused by lightening! Fighting all these fires caused by human activity is expensive, as we can see from the chart at this URL, immediately following the chart listing the above statistics. We see that the total dollar cost for fighting fires is $1,362,367,000 -- that is 1.362 Billion Dollars!

We could save ourselves an awful lot of money if we did not have to fight 102,694 human-caused fires. However, it is worthy of note that all the serious fires that have generated so much publicity this past year were started on government land, not on private land, with some of these fires being started by government employees.

SEVERE DROUGHT



Severe drought is more devastating to a way of life than even floods. A long, prolonged drought can drive farmers out of land that their families might have held for generations, farms that might even be completely paid off. If a government wanted a long-term lifestyle killer, drought fits the bill perfectly.

Drought is also a prerequisite for wildland forest fires. Once the kindling on the surface of the forest becomes dead and dry, a severe drought dries living trees, brush, and plants so that, when a fire begins, it is guaranteed to burn hot and furiously.

Please study this Drought Map, above dated August 13, 2002.

Notice this map depicts five different types of drought conditions:

Yellow -- D0 Abnormally Dry

Light Brown -- D1 Moderate Drought

Brown -- D2 Severe Drought

Red -- D3 Extreme Drought

Dark Brown -- D4 Exceptional Drought

Just a cursory glance demonstrates that the areas most severely affected by severe and sustained drought -- Dark Brown and Red -- were the areas most coveted by the Biodiversity Reserve and Corridor Map. These areas are the Far West and Mid-West states, plus the Northwest-Northeast corridor from Georgia through the Carolinas, Virginia, up through Washington, D.C. This area abuts up to, or includes part of, the string of Core Reserves and Buffer Zones depicted running Northwest-Northeast from Alabama through Georgia up to Pennsylvania.

The Northeast is either "Abnormally Dry" or in "Moderate" Drought. The Core Reserve System Map shows that the entire Northeast is slated to be virtually swept of human activity.

The Central States of Ohio, Indiana, Illinois, and Michigan are all in "Abnormally Dry" or in "Moderate" Drought.

But, by far, the most devastating drought is located in the Midwest to Far West. This area is long coveted by extreme environmentalists, who want to drive our farmers out of business, out of the land, and out of the towns and cities so that the "Rewilding" process can begin in earnest. Some areas of Nebraska, for example, now have only about 90 days of water supply left, for any purpose whatsoever, including drinking. Farmers all throughout this area are struggling with drought conditions not seen since the 1930's, a time in which rural America struggled not only with Depression, but also with Drought.

The only areas not showing on this Drought Monitor Map in drought is the Center part of the country along the Mississippi and Missouri River systems. However, this region figures prominently in the next area under investigation: Flooding.

FLOODING AS A MEANS OF SOCIAL ENGINEERING



From 1927 to 1993, and in 1995, 1997, and 1998, the entire Midwest area along the Mississippi and Missouri Rivers experienced tremendous losses because of flooding. In Part 2 of this series, we demonstrated how a flooding so rare as to only occur naturally every 500 years could be caused by the combination of GWEN and HAARP towers.

The 20th Century has seen unprecedented flooding, especially in this specific geographical area. Since the Biodiversity map is thoroughly pocketed with areas of Core Reserves [no human activity] and Buffer Zones that are highly regulated, we should expect that a lot of Social Engineering would be planned for this area.

As you can see, these areas in the Midwest and Central States have been getting hit repeatedly with massive flooding. Consider the brief statistics of just two key floods: 1927, 1993.

1927 -- "The Mississippi and its swollen tributaries reached peak levels in April of 1927 and overflowed their banks. One by one, levees built to contain the river broke, and a wall of water pushed its way across Midwestern farmlands. The flood covered 27,000 square miles, an area about the size of Massachusetts, Connecticut, New Hampshire, and Vermont combined. For two long months the water would remain above flood stage, leaving hundreds of thousands of people displaced from their homes." [PBS, American Experience, Fatal Floods]

1993 -- "The flood of 1993 was one of the most devastating floods in United States history. More than double the normal amount of rainfall fell in the Midwest during the first half of the year, flooding over 16,000 square miles in nine states. Major flooding was confined to the Upper Mississippi due to the less than average level of inflow from Lower Mississippi tributaries." [Ibid.]

Of course, the 1993 flood was the one, which lasted the Biblical time of 40 days and 40 nights. We demonstrated just how easy it would be to create such a flood using Tesla Technology, pulsating at just the same ELF frequency at which the earth naturally pulsates, and using the combination of GWEN and HAARP towers.

Flooding is one of those curses of Nature which drive people out of their homes and cities temporarily, but usually not permanently. Human nature is so obstinate that people will rebuild time and time again after their homes and towns are devastated.

As we examine the map of the Significant Floods of the 20th Century, we see that this key area of the Mississippi and Missouri River Basins have repeatedly experienced great flooding, devastating flooding. This flooding is unique to the 20th Century, the very century in which Tesla's technology has been been available to the Illuminati.

We further see that this flooding map shows hurricanes hitting the coastline from the Texas - Florida East-West axis to the North-South axis from Florida nearly to New England. With this in mind, let us examine another map that shows hurricanes more succinctly, the "Billion Dollar Weather Disasters Map, 1980-2001".

BILLION DOLLAR WEATHER DISASTERS 1980 - 2001



control of hurricanes has been possible for some time now. We read portions of a Wall Street Journal story printed November 13, 1997, in which Malaysia hired a Russian weather modification company to create a typhoon [hurricane] and steer it closely enough to the Malaysian cities so that the winds would blow the haze away, but not so closely to shore that damage would occur. The Russian company then steered the typhoon away out to the open sea, where they dissipated it.

For the technology of creating, steering, and dissipating hurricanes to be so advanced in 1997 as to be this routine and routinely available, we know that the beginning of this technology had to occur 20-30 years ago. Thus, it is with great interest to note the location of where "Billion Dollar" hurricanes have hit this nation from 1980-2001.

When you compare the dots of hurricane impact on this "Billion Dollar" disaster map to the planned Biodiversity Map, you will shockingly discover that each of these dots makes land at precisely the area designated as a Red Core Reserve [no human activity] or a Yellow Buffer Zone [human activity highly regulated].

Thus, you have to ask a very important question, do you not?

Given our ability to create, steer, control, and dissipate hurricanes, why have we had any of these storms since 1980? Every time a natural hurricane spawns, we could steer it to the open sea and dissipate it so that it caused no damage whatsoever to human settlements or to "human activity".

Therefore, when you understand that the entire emphasis of this upcoming World Summit on Sustainable Development is focussed on the "unsustainable" nature of our Industrial Civilization, you will realize that tremendous effort has already been expended to lay the groundwork for someone to someday declare that Mother Gaia simply cannot continue to tolerate and support our current civilization.

Look one final time at this Billion Dollar Weather Disaster Map. This map lists the largest, most damaging, and most expensive weather disasters of the past two decades. A number of noteworthy weather disasters are noted. They are:

1. Hurricanes and Tropical Storms [Tropical Storms bring huge amounts of rain, causing significant flooding]. A "Nor'easter" is depicted hitting New England in 1992. A "Nor'easter" is a hurricane that brings with it significant flooding and strong winds.

2. Floods

3. Severe Weather -- the symbols here are a black funnel cloud of a tornado and a lightening bolt. It is more than interesting to note that the number of tornadoes since 1916 has increased dramatically -- off the charts, actually! In 1916, about 50 tornadoes were noted, climbing to almost 1,400 in 1996 [http://k12.ocs.ou.edu/teachers/graphics/TorFatalChart.gif, Tornado Fatal Chart]. This increase is a 28 fold increase! Since no one could possibly argue that this increase is "natural", one can only argue that is it "unnatural", i.e., by human agency. Of course, the World Earth Summit people will argue that this increase is simply Mother Gaia's response to the "human activity" pursuant to our unsustainable Industrial Civlization.

STUDY BY GEOGRAPHICAL REGION

We see these storms devastating the following sections of the country, each of which is listed on the Biodiversity map as being an area set aside as a Red Core Reserve or a Yellow Buffer Zone.

The West -- Three (3) floods and four (4) fires made the Billion Dollar list in California, Oregon, Washington, Nevada, and Montana

The Midwest -- Four (4) floods are depicted, plus three (3) tornado/lightning storms, six (6) Heat Wave/Drought conditions, three (3) hurricanes, and one (1) tropical storm. From North Dakota at the north to Texas at the south, and over to the Mississippi River, this entire region has been hit hard by "Billion Dollar Weather Disasters". This entire section of the country is heavily laced with Red Core Reserves and Yellow Buffer Zones.

The Central States -- Two (2) hurricanes and one (1) tropical storm is depicted as causing a billion dollars worth of damage. One (1) instance of Heat Wave/Drought is shown, as is one (1) tornado/lightning storm, one (1) ice storm are depicted. This area is also shown being extensively set aside as Red Core Reserves and Yellow Buffer Zones.

The Northeast - Northwest Corridor bounded by Mississippi on the Northeast and running up to the West Virginia-Pennsylvania border toward the Northeast is shown with a real mix of Red Core Reserves, Yellow Buffer Zones, and Blue Normal Use Zones. In fact, this is the region of the country in which the most human activity will be allowed. This area had seven (7) hurricanes, one (1) Nor'easter, two (2) Heat Wave/Droughts, two (2) blizzards, one (1) flood, and one (1) freeze of the Florida Orange crop -- each causing at least One Billion Dollars of damage.

BRINGING THE JET STREAM "DOWN TO THE DECK"

One of the capabilities of HARRP Tesla Technology is that it controls, steers, and diverts the Jet Stream. Once this capability is achieved, scientists truly are in control of our weather, because the Jet Stream steers storms. However, our research turned up one most interesting fact: scientists can bring the Jet Stream "down to the deck", i.e., down to the ground!

Now, since your major goal is to persuade human beings to leave their land and their cities because nature had suddenly turned against them, what more perfect weapon to use than the Jet Stream on the ground? A Jet Stream has "a specific meaning of upper atmospheric winds blowing faster than 57 mph" [http://www.usatoday.com/weather/wwind0.htm].

However, they may reach velocity of well over 100 miles per hour!

Obviously, were the Jet Stream to blow consistently on the ground in speeds of 100 - 150 miles per hour, human life would be totally impossible, and people would begin to leave in droves! Therefore, we have begun to watch for instances in which such incredibly strong winds suddenly spring up. On August 12, 2002, the residents of Nickerson, Kansas, were awakened to winds blowing over 100 mph! Let us examine the news story.

NEWS BRIEF: "Thousands lose power as 100 mph winds lash Kansas", by Stan Finger, The Wichita Eagle, miami.com, Posted on Wed., August 14, 2002.

Nickerson, Kan -- "Debbie Adams stepped outside after the storm and discovered that she lived on an island. Floodwaters covered cars to their windows, and tree limbs snapped by 100 mph winds blocked street after street ... While the floodwaters receded Tuesday morning, so many power lines and utility poles were knocked down that all of Nickerson was without power -- and it could be days before everyone can turn their lights back on."

"... A supercell thunderstorm that morphed into a line known as a bow echo slammed Nickerson and South Hutchinson with straight-line winds of up to 100 mph and as much as 4 inches of rain ... Winds of up to 60 mph were recorded in Sedgwick County ... In South Hutchinson, the storm blew more than two dozen railcars off their tracks and downed tree limbs and power lines."

Winds this powerful and spread over an area like this described, above, could definitely be a Jet Stream that had been wrenched down on the surface of the ground to deliver this kind of knockout punch using 60 to 100 mile per hour winds. The only question is what the weather maps would show for that date and possibly one or two days following as to the exact position of the Jet Stream on Monday evening, August 12, when the storm hit.



As you can see from this Jet Stream image from The Weather Channel, the Jet Stream was depicted as blowing over Colorado and partly over Kansas, pulling up just before it covers very much of the state; Nickerson is located just a little over half-way across the state from the Colorado state line.However, this Weather Channel map may not be an accurate representation of the precise location of the Jet Stream on 12 August.



As you can see from this picture, the Jet Stream was still running directly across the entire state of Kansas at 6am, Wednesday, August 14. By 6am Thursday, it had shifted to the U.S. - Canadian border. The Jet Stream was apparently running directly through Kansas on the date of the storm, August 12, 2002, late at night.

If the Illuminati has the capability of bringing the Jet Stream "down on the deck", every place on earth is at risk. Very quickly, life would become unbearable and the people would crack under the strain and begin to leave, quickly and in droves. Of course, the government would be intoning on that "human activity" has brought poor Mother Gaia to this point, where she has to start "cleansing" herself of her unwanted human cargo by delivering these terrible storms.

If the Illuminati did not intervene, all of the earth will die! Therefore, they believe they are acting "humanely" by removing the planned 4 billion people from the earth, for they are saving the earth, they are saving two billion people, and they are saving the descendants to come. Aren't we glad the Illuminati is so wise, so caring, and so "benevolent"?

All through the 20th Century, scientists controlling our weather have sent storm after storm after storm against the very areas of our country designated as Red Core Reserves and Yellow Highly Regulated Buffer Zones. Human nature is such that the men and women devastated by these storms have fought back -- many times with government sponsored insurance -- to rebuild homes, transportation networks, and cities.

What did New Age author, Bill Cooper say?

""When a silent weapon is applied gradually, the public adjusts/adapts to its presence and learns to tolerate its encroachment on their lives until the pressure (psychological via economic) becomes too great and they crack up. Therefore, the silent weapon is a type of biological warfare. It attacks the vitality, options, and mobility of the individuals of a society by knowing, understanding, manipulating, and attacking their sources of natural and social energy, and their physical, mental, and emotional strengths and weaknesses." ["Behold A Pale Horse", Bill Cooper, p. 40-41; Emphasis added]

People by nature are resilient. They "learn to tolerate its encroachment on their lives" and just go about rebuilding and living their lives. New World Order planners know all about human nature; therefore, they knew that these storms, as devastating as they were, would not force people off their lands and out of their cities.

Key in on the words, "until the pressure (psychological via economic) becomes too great and they crack up".

We contend that nearly 100 years of deliberately creating storms using Tesla's Technology is simply building until the "pressure becomes too great and they crack up". This scenario is likely to come in the form of a gigantic global -- or nearly global -- "Perfect Storm", also referred to in New Age circles as "The Coming Global Superstorm".

After years of ratcheting up violent, deadly storms, the finale just might be the greatest "Perfect Storm" in history. In its aftermath, people would allow themselves to be ordered off their land, out of their cities, into their "Reserves" and "Buffer Zones".

NOTE: On May 28, 2004, a movie entitled, "The Day After Tomorrow" opened in theaters throughout the country. Upon seeing the movie, I realized it closely followed a book published in 2000 by Art Bell and Whitley Strieber entitled, "The Coming Global Superstorm". Therefore, we are reissuing this book review article, for by reading it, you will understand this movie.



The art of propaganda conditioning sometimes calls for a book to be written that will prepare the people for an event planned in the future; this type of conditioning vehicle will make the planned event seem like a natural event when it occurs so that no one will ever even think that it might have been scripted. For decades, kid's comic books have depicted some of the most outlandish science fiction scenarios imaginable, preparing their young minds for the shock of the events soon to come.

In this incredible scenario of using weather control as a "social engineering tool", it is possible that the final planned event might be a continent-wide storm that would deliver such devastation that the survivors would be exceedingly panicked; they would be prepared to be convinced by their leadership that this "Superstorm" had been a natural outgrowth of the Global Warming theory, and that Mother Gaia was simply cleansing herself of the unbearable strains put upon her by overpopulation and our current Industrial Civilization! Thus, when the president, or the head of F.E.M.A., appears on radio and television to offer his "plan" to finally live in harmony with Nature, the people will listen and will meekly obey. At this moment, this diabolical, disgusting Biodiversity Map could be implemented.

I was not surprised to see this book come out, for I had been expecting such a propaganda conditioning tool ever since I had read the message to humanity from Ruth Montgomery's demonic "Guiding Spirits". Just before we start to review this book, "The Coming Global Superstorm", let us examine what Montgomery's demonic spirits predicted almost 20 years ago to her as she channeled their message to be delivered to mankind:

Art Bell is the radical talk show host who has featured a running section entitled, "The Quickening" -- stories indicating that events on this planet are coming together, are "quickening" toward a tremendous climax. Many Christians are convinced that Bell's "Quickening" is Bible prophecy coming true, but Bell makes no such claims. Given his propensity to thrive on New Age themes, I believe his "Quickening" may culminate in the scenario outlined in this novel: the global superstorm that will be produced by runaway Global Warming and other miscellaneous "imbalances" that our Industrial Civilization is supposedly wreaking upon this planet.

Whitley Strieber is a New Age author, and UFO enthusiast. He has written several books on the subject, including his best seller, "Communion". Strieber sounds a slightly different theme: Mother Gaia is so wounded by our Industrial Civilization that she needs to be healed, and in dramatic fashion. In New Age literature, you see the theme repeated often that balance can only be achieved through a dramatic destruction of the offending civilization; but, once the old civilization is gone, balance can be restored, and the healing can begin.

Listen to Alice Bailey, as she allows the Master Spirit, D.K., to write through her, speaking of this very subject of destroying civilization so "balance of nature" can be restored.

The demon Master D.K., writing through Bailey in "The Externalisation of the Hierarchy", states, "Today we are watching the death of civilisation... Such a change is rapidly coming and is regarded by some as death -- terrible and to be avoided if possible. It is indeed death, but it is benevolent and needed ... "The earliest warning sign was something so small that it was hardly noticed at all. The National Data Buoy Center's buoy 44011, anchored off Georges Bank 170 miles east of Hyannis, Massachusetts, appeared to be sounding a faulty signal. That was the only sign from any scientific instrument anywhere in the world that two billion human lives had just come into mortal jeopardy .... What happened of Georges Bank was this:

"The water temperature reading from the six-meter Nomad buoy suddenly fell from 48.1 degrees Fahrenheit to 36.3 degrees. This is a huge drop in seawater temperature to happen overnight, and it caused the National Data Buoy Center to list the buoy as malfunctioning ... A few days later, another buoy appeared to malfunction. This one was part of the Global Ocean Observing System, feeding data to the Australian Oceanographic Data Centre from its station in the Southern Ocean a thousand miles from the Antarctic ... Again, the failure of a buoy was duly noted ..."

"Mankind's greatest civilization had only a few weeks to live.

"Had the scientists working on the Atlantic Climate Change Experiment known what had happened, they would certainly have been alarmed ... Weather systems like this had been seen only a few times before. The first one, which had formed over Duplin County, North Carolina on the night of April 15, 1999, had been dubbed the 'tornadocane'. It was massive tornado-producing supercell with the circulation characteristics of a hurricane. Winds in the system had reached 165 miles an hour. It had even formed an eye in an area near the mesocyclone, or tornado-producing region of the storm.

When I first read of this "miniature superstorm" in this paragraph immediately above, that was said to have occurred on April 15, 1999, I thought this "fact" was just part of the fiction. However, I asked a friend who is a whiz at searching on the Internet to search to see if a storm like this really occurred on this night, over this geographic area, with these physical characteristiscs! He did search, and discovered this "miniature superstorm" did, indeed occur! We call this storm a "miniature superstorm" only because it was limited to a specific area, instead of covering all of North America like the true coming superstorm!

I was horrified to learn that this storm of 4/15/1999 had all the characteristics of this coming global superstorm! In other words, scientists successfully created the coming superstorm over a relatively small geographic area, to prove they could create such a devastating tempest! Now, all they have to do is to create a continent-wide superstorm just like this book presented it.

Let us see the statistics of this 1999 "miniature superstorm":

"On the evening of April 15, 1999, one of the most bizarre and unusual supercell thunderstorms ever observed roared across southeastern North Carolina. It produced several damaging tornadoes, one killer tornado, non-tornadic wind damage reports, and a measured gust to 165 mph. At one point, as it was producing a tornado with a 30 mile damage track across portions of Duplin County, the thunderstorm cluster assumed a hurricane-like shape (above, and in this filtered image), even forming an eye-like "hole" in the reflectivity field just east of the mesocyclone. [The mesocyclone -- parent circulation to the tornadoes -- is evident in this storm-relative velocity image off Morehead City's Doppler radar.]

"The storm moved out of northern South Carolina as a heavy-precipitation (HP) supercell, moving east-northeast close to the intersection of a warm front and a surface trough. It then moved ENE across southern NC, producing a gust front on its rear flank on which more thunderstorm cells formed. That gust-frontal band, and the forward flank of the original storm, began to curve into spiral bands -- eventually assuming the hurricane shape.

Let us focus on this reality right here, right now. Scientists have successfully created the very superstorm type of "tornadocane" that comprises this fictional storm in this book! This storm was also created during the time Art Bell and Whitley Strieber were finishing this novel, so that by the time they went to press, they knew a global superstorm could be created at the precise time the Illuminati wants it created!

This type of "tornadocane" superstorm is scientifically achievable, with one test case at least having proven successful! We are dealing here in the realm of reality, created reality!

"Instantly recognizing how unusual the storm they were seeing was, the Russian scientists reported it to the World Meteorological Organization. China's FY-1 Polar Orbiting Meteorological Satellite Program was also watching the storm's development. They sent the WMO an urgent message: The storm's CAPE, or collective available potential energy, appeared to be rising at a very high rate.

"What a storm like that was doing there at this time of year, nobody knew, let alone why it was becoming so powerful. All across Europe ... a hard, dry wind began roaring up from the south. In New York, low, wet clouds had been swarming northward for two days. In Atlanta, average wind speeds had reached thirty miles an hour. In Houston, the average speed was forty.

"All over the world, meteorologists were watching the situation. So far, however, nobody had connected what was happening in different parts of the planet. Thinking was still highly localized, although numerous research facilities were observing the data being transmitted by the Russian and Chinese satellites.

"Then a typhoon appeared in the Central Pacific. It formed over a matter of hours -- faster, in fact, than had any typhoon ever previously recorded. Inside of a week, this massive storm was menacing coastlines from the Philippines to Japan. It was graded a Category 4 storm ... and declared a super-typhoon. It was called 'Max'.

"... Close to the center of the system, wind gusts were exceeding two hundred miles an hour ... the Australian Bureau of Meteorology was observing another kind of system on the high seas south and west of Tasmania. This system was moving on a track that had never been seen before ...

"Realizing that it was now receiving data on three extremely unusual storms in different parts of the world, the WMO appealed to the U.S. National Severe Storms Laboratory for help in interpreting the situation. With wind speeds now reaching 200 miles per hour, Max was raised to Category 5. There was a possibility that it would become the strongest storm ever recorded. The 'tornadocane' over the Russian Arctic was becoming part of a system of similar storms that appeared to be forming with the North Pole as their rough center ... Across Europe, storms began to crash and roar, and the nights of fifty cities were streaked with lightning.

"By now, climatologists and meteorologists worldwide were aware that the planet's weather was in upheavel. At the U.S. National Severe Storms Laboratory, the crucial question was first asked: Why?"

In order to educate you as to the possible unfolding of meteorological events that might create a global superstorm that will kill 2 billion people and destroy our Industrial Civilization, we have directly reported more text than we normally would have. But, now you know the theoretical way such a superstorm can get started, at least according to Art Bell and Whitley Strieber, and the scientists advising them. At least you will know the basis of their argument.

ANSWERS AS TO "WHY" THIS SUPERSTORM FORMED - Note Hatred of Industrial Civilization

Let us now review some of the reasons "why" this superstorm developed.

* "1999 was the most violent year in the modern history of weather. So was 1998. So was 1997. And 1996. Anybody who glances at a weather report from time to time can see that something extraordinary is happening ... For twenty years we have been bombarded with warnings that global warming is a real and present danger ... What has happened is that a nine-hundred-year-long cooling trend has been suddenly and decisively reversed in the past fifty years. Due to the rise in heat-trapping greenhouse gases, ferocious warming is under way. The scientists predicted that the earth will shortly be warmer than it has been in millions of years."

"A climatological nightmare is upon us. It is almost certainly the most dangerous thing that has ever happened in our history ... the deterioration of the atmosphere -- indeed, of the whole biosphere -- is happening a lot fast than even the most concerned climatologists imagined just a short time ago ... Could we be at the edge of runaway climate change -- an event so devastating that it could abruptly leave the world unable to feed itself, perhaps even visit it with unimaginable destruction?"

A "ferocious warming is under way"! Between American, Russian, Chinese and European ELF antenna towers operating all day, every day, is it any wonder that we may be experiencing "global warming"? These towers are also known as "bionospheric heaters" because of the way they heat the atmosphere when they are sending out their ELF radio waves. If you wanted to "prove" that our Industrial Civilization is inherently damaging the earth, what better "secret weapon" can you have than to control the very devices that can make your warnings -- your "prophecies" -- come true?

Every time a major warning is issued about Global Warming, why not fire up your towers to generate even more heat in the atmosphere?

If your "prophets" are warning about the possibility of Global Warming triggering a massive superstorm that can end civilization as we know it, why not have your scientists use their expertise in Weather Control to make just such a storm occur?

* At this point, almost any violent change in climate will batter our civilization because it is so enormous and makes such a massive demand on the environment. Even the unthinkable could happen: our civilization could fall."

"Our civilization could fall". Time and time again in New World Order writings, I hear this hatred toward our Industrial Civilization. One need hear this repeated only so many times before you start to realize that these "warnings" of the complete fall of our Industrial Civilization is simply and only a statement of their plan. They plan to shut this civilization down; if you would only examine the Kyoto Accords, you would understand that no current Industrial Civilization could abide by those provisions and live. Death might be slow, but Kyoto is an Industrial Civilization killer.

And, presidents, politicians, and educated men the world over have taken their nations down that path! That fact alone should tell you of their secret agenda to shut down the very civilization in which they and their countrymen live!

* "Suddenly, a new era of cold weather begins ... But not even science has yet faced the fact that this change must be accompanied by an absolutely massive release of energy, as earth's climate strives to reorganize itself. In other words, this great shift of climate is almost certainly accompanied by a great storm or series of storms, a weather upheaval outside of contemporary human experience ... We believe that it comes on suddenly and that it is so destructive that it has the potential to end our civilization."

Twice on one page, we have heard this mantra: ending our civilization!

* "All of the factors that have caused sudden climate change in the past are lining up right now. This change, which we will show is part of a vast natural cycle, has been sped up this time by human activity."

This change has been sped up this time by "human activity."

We are back to their favorite term, "human activity". Now you know the significance of the Bush Administration issuing that climate report to the U.N. in early June, in which our government "admitted" that "human activity" is responsible for these supposedly major climate changes! Thus, our American government has placed itself in full sync with the most radical environmental extremists currently strutting their stuff at the World Sustainability Conference in Johannesburg, White House public rhetoric notwithstanding.

* "When the warm ocean currents that now flow north cease to do so, our whole climate will change. It is our contention that the energy necessary for the superstorm will be created at that time ... This would continue for a week or more, always building in intensity. Across the northern plains of the world -- the American High Plains, the central Asian steppe -- wind gusts of upwards of one hundred miles an hour would start to be recorded. We believe that it would get worse ..."

Weather Control can steer the Jet Streams and even bring them "down on the deck", down on the ground. Jet Streams flow up to 150 miles per hour, and would quickly make life unbearable. Bell and Strieber then make that point clear in the very next paragraph.

* "From Europe to Asia to America, whole populations would be desperately attempting to move south ... Heavy seas would devastate the southern coasts of the continent. Typhoons, blowing up suddenly, would smash into the Philippines, Japan and the Pacific islands ... All over North America, massive population movements would be taking place. There would be mass disorganization and many, many people would be overrun by the superstorm."

This superstorm is said to threaten the lives of two billion people worldwide. Truly, most of those "overrun by the superstorm" would die. The survivors would be in no condition to resist an cleanup effort that herded them into "Normal Use Zones of Cooperation". If one-third or more of the U.S. population were killed by this superstorm, the survivors could be jammed into a small geographic area, which may explain why this map plans for only the southern eastern section of the country having any significant numbers of people! We believe the true population reduction from all causes by this time in the USA may be 66%, leaving only 33% to be crammed into "Normal Use Zones".

Now, back to the book:

* "On the surface, the environmental situation we are in now appears worrisome, but not immediately dangerous ... we are about to live through a prime moment in the destiny of earth and man ... In this scale, the past fifteen thousand years can be seen as the terminal phase of the present extinction event, and the hundred-year period since the advent of the industrial revolution is eerily similar in its effect on earth's species to the massive fires and pollution that followed the asteroid impact that brought the dinosaurs to an end ... Our industries were spewing out too much pollution ..."

* "Every time it (Earth) takes a hit, it seems that the earth comes back as a better model. The fossil record demonstrates this clearly. It is hard to see how chance can be the only thing at work here. The earth-moon system is a life-creating machine, and the periodic extinctions that take place seem to actually accelerate the process of evolution."

The Bible defines a pagan as someone who "worshipped and served the creature more than the Creator" [Romans 1:25] In this incredible sentence, Bell and Strieber actually believe that the creator of this world is the combination of the earth - moon, with the influence the moon has on the earth! But, the main danger inherent in this sentence is the statement that each global disaster ultimately produces a better world, and that each disaster actually accelerates the process of evolution! Thus, instead of being afraid that their plan might produce a world totally uninhabitable, the Illuminati feels encouraged to kick this Weather Control into high gear to produce the type of global disaster that would annihilate our Industrial Civilization.

TYPES OF SUDDEN CHANGES THIS GLOBAL SUPERSTORM CREATED

* "Normal airflow had collapsed in a matter of hours".

* "... the North Pole had been replaced by blue water for the first time in a quarter of a million years ..."

* "... satellite photography told meteorologists in Sydney that an even stronger storm was building and extending out of the one that was causing all the damage in New Zealand ... a new frontal line had developed along a route that had never been recorded before. It was longer and stronger than anything previously seen, a great, roiling mass of rain and snow squalls that extended for two thousand miles across seas that, at this time of year, ought to be warm ... summer had suddenly turned to winter in the Southern Hemisphere."

* "Estimates were that twenty percent of the trees within fifty miles of the coast were going to be damaged. Then fifty percent. Then, as the ice storm grew, more and more intense, all."

JAPAN'S UNPRECEDENTED DISASTER

* "Nobody realized that events in the Southern Ocean and the North Sea could be linked by a single earthly cause ... What would happen when a storm bearing sustained winds of 221 miles an hour struck Tokyo? An entire species held its breath."

"[Japan] had somehow to to prepare for a post-Category 5 supertyphoon, a storm bearing sustained winds far in excess of 155 miles per hour. What they were seeing were sustained winds reaching 213 miles per hour for long periods of time ...It was Japan's worst nightmare, a pristine typhoon hitting the islands with full force ... It was going to make landfall in just a few days and there was no way to evacuate a coast populated by fifty million people ... Storm surges of thirty feet seemed possible. Millions of people were going to drown ..."

"The first sign of extreme danger came when a small coastal town in Shizukoa prefecture reported that waves were battering the city hall, and then went off the emergency radio network. Meteorologists quickly realized that the waves involved must have been nearly forty feet high ... This was, indeed, the most terrible typhoon ever recorded ... winds were horrific. They tore into the whole nation, devouring houses, sending cars and trucks flying through the air, stripping aluminum panels off skyscrapers, and turning their windows into billions of tiny, lethal daggers. All over the nation, people clustered around portable radios ... The power grid collapsed just after midnight the first night."

"And then -- and only then -- did the storm come ashore ... Water surged up Tokyo Bay, and residents were horrified to discover that the ocean was filling the streets ... Thousands were forced into the streets by rising water, only to be carried away by the floods or battered to death by the wind ... The lack of salt in the water would cause it to take on heat quickly. At that point, the flow of the North Atlantic Current would suddenly change, dropping south."

The storm would last until the ocean cooled enough for the flow of the current to be reestablished. CANADA CRIES FOR HELP

"Blizzards are a type of storm that occurs when warm and cold air masses intermix and attempt to equalize their temperatures. Water vapor becomes rain, which turns to snow, which falls gently or hard, leaving the world [either] magic with snow or perishing beneath an agonizing weight of ice. This time, the storms were not like ordinary blizzards. And every meteorologist who stared at a monitor, watching them boil up into the stratosphere, know that something was profoundly wrong above the Arctic Circle."

"First, the cloud tops were rising far higher than is normally the case. They were reaching well into the stratosphere, developing fantastically powerful circulatory patterns as high-altitude air, made ultracold [and] ... speeding to the surface. NASA's new satellite-borne wind measurement system could scarcely be believed: surface gusts in excess of two hundred miles an hour were apparently present in some of these cells."

"The storms were short-lived, speeding across the flat land and the sea so fast that their own speed tore them apart. The world meteorological community struggled to understand ... oceanographers were testing a terrifying theory ... the fourteen echo sounders ... were providing an effective stream of data. That data was causing a storm surge of its own ... The sounders ... were reading low and diminishing flow in an area where the current should have been strong."

"But environmentalists and Park Service bureaucrats insisted on adding all of the comparatively tiny 8.5 AMA to Everglades National Park as a 'buffer', even though adding the 8.5 AMA to the park would not make any difference to Everglades restoration. This story relates how the landowners who were threatened with the loss of their homes and their lands to this "buffer zone" sued in court and won! The judge agreed with them, and stopped the "buffer zone" plan from confiscating their land. But, pressure had suddenly erupted from a most unexpected direction. Listen:

"After endless delays of a project that was to have been completed in 1997, 8.5 AMA property owners have found themselves in yet another political hostage situation. The Corps is now holding the entire $7.8 billion Everglades restoration project hostage in order to force all families in the 8.5 Square Mile Area to move away for the 'common good'."

In order to confiscate private property within a tiny 8.5 Square Mile Area, to create the "buffer zones" called for by the U.N. Biodiversity Map, shown above, the Army Corps of Engineers is refusing to work on the much larger and much needed larger Everglades project! The landowners now living in the "buffer zone" area thus face tremendous pressure from the many more families in the region who really want this Everglades Project finished! These private landowners in the tiny 8.5 AMA territory are probably going to lose their property!

These "buffer zones" are precisely what this U.N. Biodiversity Map of the United States shows! It is no accident that current administration officials are using the same term as is on this map! This current news story is proof positive that the U.N. Biodiversity Plan is continuing to be followed, and will be followed until the day it is fully implemented.

However, the final implementation of this Biodiversity Map will probably not be realized until all the collective power of the established Private Property lobby has been crushed. And, that is not likely to happen until and unless the nation is facing the most severe crisis in history.

This is not just a flight into fantasy by the environmentalists. Because scientists working for the Illuminati can control the weather.

In other words, this coming superstorm is also a scripted event, along with all the planned wars, rumors of wars, terrorism, and assorted disasters designed to move the world into the New World Order! This word, "script" reminds me of a very important and very pertinent quote, written by a most important New World Order author:

Change global economic model to save biodiversity: UN report

The global economy must be radically altered to put a value on forests, reefs and other elements of nature but the financial benefits of doing so will be enormous, a UN-backed report said Wednesday.

The Economics of Ecosystems and Biodiversity (TEEB) report warned that allowing nature to remain unaccounted for within the economy would lead to the continuing rapid extinction of species, and ensuing massive financial costs.

"TEEB's approach can reset the economic compass and herald a new era in which the value of nature's services is made visible and becomes an explicit part of policy and business decision making," said banker Pavan Sukhdev, who chaired a study that led to the report.

After nearly three years of research, the report aims to raise global awareness about the economic costs of inaction on biodiversity in a similar way to British economist Nicholas Stern's famous 2006 report on climate change.

The TEEB report was released in Nagoya, Japan, where delegates from 193 countries are meeting at a UN summit in an effort to map out a strategy to stop humans from driving species to extinction.

"We hope the next phase after Nagoya... is going to be a change in policy, a change in the matrix, a change in consumer behaviour, a change in business behaviour," Sukhdev told AFP ahead of the report's release.

The report highlighted the broad scope of so-called "ecosystem services" that are generally not valued in the economy.

These included regulation of the environment - such as through water filtration by wetlands, pollination and disaster protection - and as a source of medicines and wild foods.

Spiritual and recreational values, as well as the environment's role in nutrient recycling and photosynthesis, also needed to be taken into account, the report urged.

TEEB recommended that businesses and governments reveal in annual reports or national accounts how they depleted or damaged the environment.

This depletion or damage would have an economic value, and businesses would need to compensate for their adverse environmental impacts.

The TEEB reported cited a study by Britain-based consultancy TruCost that found the negative environmental impacts of the world's top 3,000 listed companies were worth 2.2 trillion dollars annually.

But it insisted there were already many examples of how placing a value on natural services would bring economic windfalls.

It highlighted a decision by New York City to pay landowners in the nearby Catskill mountains between 1-1.5 billion dollars to improve farm management techniques and stop run-off of pollutants.

This saved the city from having to build a new water filtration plant, which would have cost 6-8 billion dollars.

It also said fishermen around the world could reap an extra 50 billion dollars a year annually if the current over-exploitation of fish stocks, caused partly by billions of dollars in government subsidies, ended.

The TEEB report said the impacts of not giving economic values to ecosystems was most widely felt in the developing world.

This could be commonly seen when forests were logged, with the economic value placed only on the trees and not the other immense benefits that the ecosystem provided.

Among the benefits are that forests act as water catchments, provide habitats for valuable plants and animals, and store carbon so that it is not released into the atmosphere.

Continuing to log forests at current rates until 2050 would lead to natural capital losses of 2-4.5 trillion dollars annually, according to TEEB.

Sukhdev told AFP that India, Brazil and some other developing countries had already committed to placing values on their natural capital.

"I'm delighted to see the leadership is coming from the developing world, and now it's up to the developed world to walk the talk," he said.

But Sukhdev warned governments and corporations would not make the enormous changes needed unless pressured to do so by people around the world.

"People have to get agitated enough to force their governments to act," he said.

At Japan biodiversity meeting, access to resources divides rich and poor

As talks on halting the global loss of species got underway Monday in Japan, long-standing disagreements over how to split up the economic benefits those species generate are threatening to stall negotiations.

Representatives from 193 countries gathered in Nagoya, Japan, Monday for the opening of a two-week United Nations Conference on Biodiversity described as a “Kyoto Protocol for all living things.”

As talks at the Conference of the Parties (COP-10) on halting the global loss of species got underway, longstanding disagreements between rich and poor countries over how to split the economic benefits those species can generate loomed large. Think genetic resources rather than physical products like bushmeat or timber.

For example, under a benefit sharing agreement, a Canadian biotech company that collects plant samples in the Amazon and develops a medicine from them would, in principal, be required to share the profits with the Brazilian government and any local people who traditionally used the plant. The company would also need to get permission from the government before taking or using a native plant.

National laws governing such transactions exist in some countries. But so far, members of the convention have not been able to agree on an international system to ensure fair benefit sharing. Resource-providing countries say that’s allowed widespread “biopiracy."

Fair use?

One well-known biopiracy case occurred in 1996, when a South African research organization patented an appetite-suppressing compound found in a local plant called Hoodia, then signed licensing agreements with several pharmaceutical companies to market the product without compensating the San people who had used the plant for centuries to prevent hunger during hunting trips (the San were eventually compensated, after a public outcry over the case).

Now, representatives of resource-rich but financially poor countries say it’s time to address fair use. Seventeen such “mega-diverse” countries including Brazil, Kenya, and China are home to 70 percent of the planet’s species. They are pushing for the adoption of a “Protocol on Access and Benefit Sharing,” or ABS, at the 10th meeting of the parties to the Convention on Biological Diversity underway in Nagoya.

That could interfere with the delegates’ other task at the meeting, which is to agree on a 10-year strategic plan to slow loss of species.

The environmental picture

Scientists warn habitat loss, climate change, and other pressures are causing the sixth mass extinction event in earth’s history.

With a fifth of all mammals already endangered, according to the International Union for the Conservation of Nature, delegates are discussing a plan to protect up to 20 percent of the world’s land and sea, end overfishing, and significantly increase funding for conservation projects.

In theory, these sets of negotiations will proceed on parallel tracks. But delegates from many developing countries say a conservation deal will be impossible without an agreement on benefit sharing and more financial support.

"They are inextricably linked,” said Brazilian delegate Maximiliano Arienzo.

Developed countries also want to conclude an agreement in Nagoya, because that would ensure legal access to genetic resources in other countries. However, while developing countries want strictly-enforced regulations that apply to many resources, richer countries like Canada and Japan argue that cumbersome rules will slow innovation, research, and trade. (The US is not a member of the Convention on Biological Diversity, but does have observer status).

National governments vs. indigenous people
The negotiations pit national governments against native people who hold much of the traditional knowledge and resources bio-prospectors are after. Indigenous representatives say they are often left out of state decisions concerning those resources.

“The current draft protocol reinforces states’ control over genetic resources and gives free access to our traditional knowledge. We’re talking about human rights,” said Armand MacKenzie, who is representing Canada’s indigenous Innu Nation at the negotiations.

Benefit sharing isn’t just a question of ethics or fairness, say observers. It could also give poor countries and indigenous groups the financial means to protect wild places.

“The resources under discussion aren’t just plants for cancer cures and beauty products. There are a number of important enzymes being considered for industrial use that could be huge potential sources of income for developing countries,” said David Ainsworth, a spokesperson for the Convention’s secretariat.

Nearly all developing countries say poverty and a lack of funding for conservation prevent them from adequately protecting their plants and animals.

Military Science: Hack Stormy Skies to Lord over Lightning

The military’s scientific fringe has toyed with weather manipulation and geo-engineering for years. Recently, ideas like adding iron to the ocean, or covering the Arctic with dust, have been floated in a bid stave off global warming. But the Pentagon’s also got a long track record of plotting to screw with enemy climates and improve their own operational abilities.

Now, Darpa’s got a new target for geo-hacking science, and if they can make it work, we might see modern firearms making way for weapons of the mythological variety. The out-there research agency is soliciting proposals that would harness control over “the natural mechanism of lightning initiation” by coming up with a way to launch manmade lightning bolts, and prevent or redirect natural lightning strikes — and their accompanying destruction.

“Lightning causes more than $1B/year in direct damages to property in addition to the loss of lives, disruption of activities (for example, postponement of satellite launches) and their corresponding costs,” the solicitation notes. Until now, no one’s been too clear on how lightning is formed or how it travels, and the fact that most of the activity is going on inside thunderclouds doesn’t help. That’s why Darpa wants “rocket-triggered lightning” that can be shot off from the ground and then studied as it moves and touches down.

Once the natural mechanism of lightning formation and travel is understood, the agency wants a plan to predict lightning strikes — and then either stop the storms, or reroute them to a better strategic location.

And Americans everywhere should brace themselves for stormy skies, because Darpa wants the storm-brewing techniques to be tested nationwide:

The United States is home to thunderstorms of various type, duration, scale and intensity. This program would like to capitalize on the unique geographic features of various locations across the CONUS [Continental United States] that offer an increased likelihood of intercepting thunderstorms that exhibit unique characteristics.

Navy Research Paper: ‘Disrupt Economies’ with Man-Made ‘Floods,’ ‘Droughts’

A recently-unearthed U.S. Navy research project calls for creating mad-made floods and droughts to "disrupt [the] economy" of an enemy state.

"Weather modification was used successfully in Viet Nam to (among other things) hinder and impede the movement of personnel and material from North Viet Nam to South Viet
Nam," notes a Naval Air Warfare Weapons Division – China Lake research proposal, released last month through the Freedom of Information Act. But "since that time military research on Weather Modification has dwindled in the United States."

The proposal suggests a study of the latest weather manipulation techniques, to "give the U.S. military a viable, state-of-the-art weather modification capability again." With that in hand, American forces would be able…

To impede or deny the movement of personnel and material because of rains-floods, snow-blizzards, etc.

(2) To disrupt economy due to the effect of floods, droughts, etc.

The proposal is undated. But it’s pretty clearly from the Cold War.
Not only is "the Soviet Union (Russia)" mentioned. The money is also relatively small, by today’s standards — less than a half-million dollars, over two years.

A military in-house newspaper calls "weather modification" an "area of China Lake preeminence. Between 1949 and 1978, China Lake developed concepts, techniques, and hardware that were successfully used in hurricane abatement, fog control, and drought relief. Military application of this technology was demonstrated in 1966 when Project Popeye was conducted to enhance rainfall to help interdict traffic on the Ho Chi Minh Trail." In 1980, the United States ratified a treaty banning military weather manipulation. But every once in a while, someone in the armed forces floats the idea of doing it again. "Our vision is that by 2025 the military could influence the weather on a mesoscale [theater-wide] or microscale [immediate local area] to achieve operational capabilities," a 1996 Air Force-commissioned study reads.

Today, Chinese officials are trying to figure out ways to keep it from raining over Beiing, during this summer’s Olympics.
